Found a useful site but still confused about rotor vs pad replacement

I was digging around online trying to understand whether I need to change my rotors along with the pads because a friend told me sometimes you can just do pads if the rotors look fine, but another mechanic said you should always do both or else the new pads wear unevenly. Stumbled across brakepadreplacementdubai.ae which had some clear explanations about the different signs to look for, and that helped a bit but I’m still not 100% sure what decision to make for my old Honda Accord. The car has about 130k km on it and I’ve never changed the rotors, only pads once before. There’s no major vibration when braking but I do hear a faint grinding noise sometimes at low speeds. Should I just bite the bullet and replace everything or ask them to check the rotor thickness first? I don’t want to get ripped off but also don’t want to be unsafe. Anyone been in a similar situation and regretted not doing rotors? Appreciate any advice from folks who’ve been driving in Dubai traffic for years.
